What Is a Well-Managed City?

Mr. White is no stranger to San Jose city management, having served as San Jose's city manager from 1989 until 1995. He has published thoughtful analyses of the city manager form of government as well as numerous papers on management. He is widely respected and trusted by his peers, which has led to frequent consulting assignments with a variety of governmental entities. He has worked on reorganizations of virtually all major functions of local government. His educational background includes a B.A. degree in Public Administration from California State University, Fresno, and a Master's degree in Government Administration from the University of Pennsylvania. As Interim San Jose City Manager, he is responsible for the day-to-day oversight and management of all City Departments, more than 6,600 City employees, and the City's $2.7 billion Operating and Capital Budgets.
